The From Homelessness to a Home (H2H) program has provided 1,845 households with access to stable housing and support packages during the COVID-19 pandemic, according to an AHURI report.

Homes Victoria commissioned the Australian Housing and Urban Research Institute (AHURI) to independently evaluate the program’s outcomes and cost-effectiveness.

Key findings of the AHURI evaluation

The AHURI evaluation found that the H2H program has been a significant and effective innovation in providing housing and support for people experiencing homelessness in Victoria during the pandemic.

The evaluation reported several key successes of the program:

  • Cost-effectiveness: The program generated potential cost savings of $6.4 million to $7.3m compared to standard specialist homelessness service provision over 24 months.
  • Tenancy maintenance: Clients successfully maintained tenancies over 12 to 24 months and accessed pathways into long-term accommodation.
  • Reduced service use: The program effectively reduced clients’ use of emergency health and homelessness services.
  • Improved client outcomes: Clients reported improvements in health, mental health, safety, and social connectedness.

Positive client outcomes

The H2H program has not only provided stable housing but also contributed to significant improvements in the lives of its clients.

“The evaluation found that H2H has been an important and effective innovation in delivering housing and support for people experiencing homelessness in Victoria during the coronavirus (COVID-19) pandemic,” the AHURI report said.
